The experience of the Municipality of Sasso di Castalda

Selettra currently collaborates with 12 municipalities of the Basilicata Region, where it manages more than 30.000 light centres, and cooperates with a number of Municipalities in Calabria, Apulia and Campania for which it lights up advertisement and artistic spaces, often coming up with new ideas for modernization and energy efficiency.
With more than 15 years of experience, Selettra is now a leader in the integrated management of street lighting services in the Basilicata Region.

Sasso di Castalda is a municipality of about 850 inhabitants and it is situated in the very heart of the Parco Nazionale dell’Appennino Lucano Val d’Agri Lagonegrese, in the Province of Potenza.
In the last few years the Municipal Administration has promoted numerous innovative initiatives in the energy sector. Thanks to these advanced policies promoted in the field of environmental sustainability the Municipality started to play an important role at both regional and national levels and in July 2013 it was awarded the second edition of the A+CoM Prize for the Best Action Plan for Sustainable Energy (PAES) in Italy.  
Among its numerous initiatives, in 2009 the Administration deliberated in favour of a modernization and energy efficiency project on the street lighting installations and issued the notice “Entrustment of management of street lighting services and appliance of safety measures and normative adjustment of the municipal installations, free of charge for the Municipal Administration through Third Party Funding”.
 
Selettra, having been awarded the tender, presented a remarkable project for technological innovation, energy bill reduction, improvement of street furniture, security and service quality.
The offered services have completely relieved the Municipal Administration from any task, responsibility or financial commitment. At the same time, it can now offer its  citizens modern and efficient management services aimed at involving them in reporting failures and malfunctions. In this way, the citizens feel more responsible since they are an active part in the request for interventions and the check on malfunctions resolution.

Energy saving interventions
Replacement of all the light sources (100%) in the city centre with new high efficiency and long duration SAP lamps; out of the city centre, with LED street lamps, Plana model.
Installation of centralized flux regulators for the control of 80% of active power.
Containment of reactive energy by means of the installation of new power supply groups.
Installation of electronic digital devices for switching on/off.

Aesthetic enhancement and improvement of street furniture

  • 5 new NERI-type artistic supporting structures
  • 100 new street lighting devices
  • 63 new urban furniture street lighting devices
  • Painting of all the supporting structures
  • Cleaning of all the optics groups and reflectors in all the existing light sources.
  • Uniform lighting in the whole municipal territory
  • Simultaneous switching on of all the light sources


Security and normative adjustment interventions

  • Increase of luminous flux on the pavements (+30%), decrease of light pollution
  • New switchboards including control and protection devices (100%)
  • Renovation of old electrical lines
  • Inspection and/or renovation of all grounding installations according to  DPR 462/01 (100%)
  • Replacement of old supporting structures (10%)
  • Stabilization of the supporting structure at risk of falling (10%)
  • Renovation of protection at the joints of the supporting structures (30%)


Management and maintenance interventions

  • Computerization of the management system by means of the SGS operating system  - Selettra’s software for the management of street lighting systems. Each procedure or activity is registered in the SGS archive which can be consulted online by Municipal offices at any time. In this way, it is possible to complete procedures, consult maintenance activities advancement and require interventions.   
  • Activation of a free of charge green number, active 24/24h, 365 days a year, that the citizens can use to report on malfunctions or failures quickly and directly to the maintenance operators (for this reason, all the light sources have been labelled so that the reports can be precise and exact)
  • Adoption of guaranteed intervention time for emergencies
  • Scheduled replacement of light sources.
  • Scheduled and preventive maintenance
